My BBS was down for a week or so thanks to my lovely provider who pulled the plug over a dispute with another VM I had with them.
Good news, I have daily off-site backups so I'm all setup with a new provider and very happy.

I signed up to get another identical but paid for and it way many times

Since you had paid, there doesn't sound like any reason to lock
you out.
The credit card company should be on your side. A chargeback
would be blemish for the ISP.

Try a chargeback with no documentation to back your case in Spain. Next thing you'll know is you are in a sketchy debtor blacklist and no power of phone company will want to sell anything to you.
