I went back to not using a VM and netmail still would not go out so I
would rule that out as the problem causing OUTbound netmail to not go
out.

Lee, what are you using to send you mail? Internet Rex? If so and if you would like to, we can set up a date and time that I can look at your system remotely to see if your settings are correct. Just let me know. My EMail address here on the BBS is robert.wolfe@winserver.org.
