Make sure this matches what your system timezone is set to. Make sure
DST settings are correct for both.

Looks like you need to enable daylight saving time (DST) in SCFG->System->Local Time Zone.

I have checked this as well but if I change it to a usa time zone it give me an option to set to DST but if I am outside usa I don't have that option to set to DST

Okay, I just committed a couple one-line changes to fix that for the Wellington time zone (you should be able manually enable/disable DST or enable auto-DST).
